Keeping Focus on Strategic Goals
Hill Physicians has stayed the course that it established with the creation of a strategic plan in 2024 to guide the organization through the ever-changing and sometimes volatile healthcare landscape through 2030.
“We always have to be on our toes, ready to pivot if the situation calls for it,” explained CEO David Joyner. “We are successful because we listen to the needs of our physicians and their practices, we stay on top of technology, we work closely with our health plan partners, and we tap into new innovations, all to ensure we give our patients the best care possible.”
Hill Physicians continued to build inroads to four core goals.
Solidifying the Network: In 2025, we shored up efforts to promote and support our independent practices, paying special attention to those we knew would benefit most from creating succession plans for future stability. We determined which needed help with recruitment and loans, and which needed an investment infusion in order to adopt technological advances. We established formal partnerships with five practices to proactively plan for growth and member retention.
Growing our Membership Base: We know a diverse membership base across multiple lines of business is key to our success. That meant preparing for turbulence in our government lines of business (Medicare Advantage, Medi-Cal and Covered California) while at the same time strengthening our commercial HMO offerings and the ongoing development of our Clinically Integrated Network. While other players in the market chose to exit Medicare Advantage, we chose to invest in areas where we believe long-term growth remains tenable. In fact, in 2025 we chose to expand our global risk Medicare Advantage product to new counties and partnered with a new health plan to bring four-star-plus options to members in a half-dozen counties we serve.
Enhance Population Health Capabilities: A comprehensive approach to Population Health is central to our success. We focus on innovative ways to keep our members healthy and support timely access to care. One way we do this is by using technology to streamline data collection, improve care coordination, and engage members in their health. For example, we explored new ways to communicate with patients using our Epic platform, delivering personalized care reminder campaigns via text, email, patient portal, or phone. We also leverage dedicated care teams to provide individualized, person-centered support, including education on chronic conditions, medication adherence support, and assistance with health-related social needs to promote more equitable care.
Strengthen Alignment with Key Partners: We continue to build on our goal of strengthening our partnerships with a variety of health systems in the regions we serve. In 2025, we worked closely with our most aligned health system partners – UCSF Health, NorthBay Health, MarinHealth Medical Network, Washington Health, and Dignity Health – to achieve top-tier performance on quality and access. With our health plan partners, we continued to innovate and expand, laying the groundwork for future growth across all lines of business.
Growth by the Numbers
Hill Physicians continued on its path toward steady growth in 2025, ending the year with more providers and more members than ever before.

Physicians and Other Providers
The numbers of providers in our network grew 4.1 percent to 6,219 in 2025. The number of Primary Care Providers (PCPs) grew 3.9 percent to 1,403. The number of specialists reached 4,816, a gain of 4.2 percent.
Enrollment
Hill Physicians has experienced steady growth in membership, growing by 8.8 percent from 2024 to 2025. For 2025, the average enrollment was 434,424 members across all lines of business.
Revenue Hits All-Time High in 2025
In 2025, Hill recorded $972 million in revenue, the highest recorded since Hill Physicians Medical Group began in 1984. It is a 17 percent increase over the $831 million recorded in 2024. It shows a steady increase, year over year, with $761 million in 2023, $669 million in 2022, and $576 million in 2021.
Mapping Our World
Hill Physicians continued to serve our ever-growing regions in 2025, building the physician network, taking on new patients, new practices and establishing key partnerships with health plans, healthcare systems, hospitals and urgent care centers. Marin and Sonoma counties were added in 2024 and by the end of 2025, we were serving 89 practices and 8,195 patients in Marin and Sonoma counties .
Getting Our Message Out
In 2025, Hill Physicians’ social media and marketing efforts resulted in a record 130 million “impressions,” nearly doubling the number in 2024. A key staple of our message was a collection of 30- and 45-second patient stories that debuted during open enrollment on cable television, stream channels, on websites and throughout social media, emphasizing the personal care our physicians offer to our patients.
